Two individuals are now facing charges following a luggage theft where a substance thought to be pepper spray led to people being hurt at London's Heathrow Airport.

Tyrone Richards, 31, and Anton Clarke-Butcher, 24, are accused of two counts of robbery and charges for deploying a toxic agent, according to official statements.

This legal action stems from an probe of an assault at the multi-storey car park at Heathrow's Terminal Three on the weekend. Earlier that day, two women were robbed of their luggage stolen after exiting a parking garage elevator, police said.

A young child was one of the people hurt during the incident. A total of five individuals went to hospital for treatment and were eventually allowed to go home.

The incident – described by police as was not part of a series and not being treated as terrorism – resulted in disruptions to rail services and the temporary blocking of the main airport road tunnel and the T3 parking area for a short time.
